“BELIEVE IT OR NOT, A PAROJINOG IS A J.O. IN TOLEDO”

The Toledo City payroll which listed a certain "Macmac Parojinog" as Job Order employee

In these days of the government’s war against drugs, almost everybody is familiar with the surname, Parojinog. But if we are to believe the pay-roll of Job Order (J.O.) employees in Toledo City one of them had a P350 daily salary.

His name, Macmac Parojinog, who according to the payroll photocopy dated November 1-30, 2018, he received P6,650 from City Treasurer Leonardo Rivera. He signed the payroll to indicate that he received his salary along with a certain Prince Ado Davao, another J.O. employee who has a very interesting name. Lawyer Pablo John Garcia earlier described the likes of Parojinog and Davao as “ghost employees” of the Toledo City government that were made to appear as J.O. workers for the city’s “Clean and Green Project.”

Garcia asked Ombudsman Samuel Martires to investigate Mayor John Henry Osmena over the project as it involved P210 million pesos that was implemented in a period of six months in 2018. Garcia raised the possibility of plunder alleging that none of the supposed employees really worked. Others according to Garcia were given P1,500-P2,000 in exchange for signing some supposed employment documents raising the suspicion that the large amount were kept by some officials of the city.

Garcia said that most are non-existent persons and thus fictitious adding each payroll were signed by a single person and the signatures of the workers were forged. Signatures were “clearly forged,” “even to the naked eye, palpably written by one person,” Garcia claimed. Some other intriguing names which were discovered by Newsph.org through the photocopies of documents that are now with the Ombudsman are those of Hajii Sensilyo, Juanito Barato, Tisoy Quiboy, Godo Quirante, Boyet Banquer, Bong Lozado, Cardo Dumagas, Joe Dorimon, Edgar Alferer, Agilbert Amo, Junjun Seron, Erning Noble, Bebot Vergara, Quirante Ann Santiago, Loloy Delantar,Weng Mahinay, Wheng Sicat, among others.

Garcia thus observed, “it is rather unusual in an official such as payroll, some employees are referred to their nicknames, e.g. “Boy”, Dick”, “Tekoy”, “Jhong” and “Junjun.” If these were real persons, who accomplished Personnel Data Sheets and filled up employment forms, why would they be referred to by their nicknames in the payroll?,” adding, “the inescapable conclusion is that these JO employees are ghost employees.” Most are not also included in the list of registered voters in Toledo while there are those who did not really worked like having one who is a student in Cebu City, another working in a known department store, another as employee of a fast food chain while there is one who could not work because he tended to his “paralyzed wife.”

Garcia who is facing Osmena in the Cebu 3rd district congressional race also prayed that the Mayor and the others involved be preventively suspended. Former Pinamungajan Mayor Geraldine “Gaye” Yapha is also seeking the post. Apart from asking for the suspension, Garcia said, he will also petition the Anti-Money Laundering Council (AMLC) to freeze the assets of Osmena and the rest.

Apart from Osmena, Garcia also wanted the following officials investigated: City Administrator Ferdinand Marquez, Budget Officer Gethsemane Mahinay, City Treasurer Leonardo Rivera, Executive Assistant Justin Anthony de Jesus, Sangguniang Panlunsod (SP) Member Marjorie Perales, SP Member Leo Dolino, Liga ng mga Barangay Pres. and SP Ex-Officio Member Ophelio Dolino and all other city officials responsible for the implementation of the clean and green program.

Perales is running as mayoralty candidate for the May 13 elections while Leo Dolino filed his certificate of candidacy as provincial board member.

(NOTE: Toledo City public information officer Ferliza Contratista posted in the FB page of the Toledo public information office that Mayor Osmena was distributing some cash incentives to barangays in the city while Garcia went to the Ombudsman Visayas yesterday. Contratista was requested for the side of Osmena on the issue. The Mayor was accompanied by Vice Gov. Agnes Magpale during the activity.)
